PM gives 17-point directives to DCs

PM Hasina-Dhaka, 23 July, Abnews : Urging the deputy commissioners (DCs) to work with attitude of service and sacrifice, Prime Minister Sheikh Hasina today gave 17-point directives to them to ensure welfare of the people and implement the government programmes. The Prime Minister gave the directives while inaugurating the three-day Deputy Commissioners’ Conference 2013 at the International Conference Centre in the Prime Minister’s Office (PMO) here this morning. Sheikh Hasina directed the DCs to resist any evil design strongly to hike the prices of essential commodities during the month of Ramadan by creating artificial crisis. Regular monitoring on demand, stock and supply will have to be done, she said.

The Prime Minister advised the DCs to give special attention so that the people do not become victims of harassment and deprivation in getting the government services. You will have to work to stop women and child repression and trafficking, misuse of drugs and check spreading of social vices like dowry, eve-teasing and early marriage, she said. Sheikh Hasina suggested the DCs to give special focus on various issues among their various pro-people works.

The issues are undertaking special steps for the welfare of the disabled and underprivileged community, giving leadership for the development and flourishing information and communication technology to reach the services to the people’s doorsteps, working together with the public representatives to establish good governance at the grassroots level.

The Prime Minister asked the DCs to take measures for increasing rate of female education at all levels, checking dropout of the students and bring back the dropped out students in mainstream and playing a pioneering role in spreading and development of quality education in remote areas. She also urged the deputy commissioners to keep a sharp eye on enhancing efficiency and transparency of land administration and management and protecting the government lands.

You will have to take all kinds of necessary measures for smooth supply of fertilizers, seeds, electricity and fuel for boosting agri production, she said. The Prime Minister advised the DCs to encourage the producers in keeping the foodgrains pollution free and creating mass awakening in checking marketing of adulterated food items. You will have to raise mass awareness about protecting environment and ensure proper application of the laws and rules to this end, she said.

Sheikh Hasina suggested the DCs to take initiatives to generate employments in the light of local resources and potentialities and inspire and organize the marginal community in cooperative activities. She asked the deputy commissioners to take right decisions at right time according to the Standing Orders on Disaster, 2010 to mitigate calamities and disasters and make effective the village courts to provide hassle-free justice and reduce case logging.

Stressing the need for decentralization of power, the Prime Minister said her government wants to spread development across the country. She asked the DCs to work sincerely to this end. Our aim is to develop the living standard of poor people and we are doing politics for them, she said. PM’s Adviser on Public Administration HT Imam and Cabinet Secretary M Musharraf Hossain Bhuiyan addressed the function.

Divisional Commissioner of Dhaka AM Shamsuddin Azad Chowdhury, deputy commissioner of Comilla Md Tofazzal Hossain, DC of Jessore Md Mostafizur Rahman and DC of Bhola Khandakar Mostafizur Rahman also spoke on behalf of the DCs and divisional commissioners. Ministers, advisers to the Prime Ministers, secretaries, divisional commissioners and senior officials of the government were also present on the occasion.
